Description of the Electronic Freight Management Roadmap
This Gantt chart shows the schedule for three tasks for each quarter (Q1, Q2, Q3, Q4) of Fiscal Year (FY) 04, 05, 06, and 07:
- Coalition Building
- EFM Foundation Elements
- EFM Deployment Test
Q2 is defined as months 1-3, Q3 as months 4-6, Q4 as months 7-9, and Q1 as months 10-12.
The overall goal for these tasks is:
- A decision to proceed with deployment in other trade lanes and modes, accompanied by a plan for deployment.
For Coalition Building, the subtasks shown are:
- Identification of Industry Trigger Points ($30K) from mid-Q3 FY 04 through Q3 FY 05.
- Coalition of Champions for Deployment (IFTWG) ($400K) from mid-Q2 FY 04 through Q4 FY 07.
- EFM Steering Group ($280K) from mid-Q2 FY 04 through Q4 FY 07.
- The final goal of Coalition Building is to identify the trigger points and build coalition of stakeholder groups that will help leverage deployment.
For EFM Foundation Elements, the subtasks shown are:
- Create Data Dictionary Standard ($500K) from near the end of Q1 FY 04 through Q2 FY 06.
- Monitor and Adopt Biometric Standard ($120K) from near the end of Q1 FY 04 through Q2 FY 06.
- Monitor and Adopt Electronic (sealing) Device Standard ($120K) from near the end of Q1 FY 04 through Q2 FY 06.
- Develop EFM Information Highway Plan and Tools ($300K) from near the end of Q1 FY 04 to mid-Q4 FY 05.
- Develop EFM Freight Information Highway System Architecture ($90K) from mid-Q4 FY 04 to mid-Q4 FY 05.
- Develop EFM Business Case and Deployment Test Plan ($300K) from near the end of Q1 FY 04 through Q4 FY 05.
- The final goal of EFM Foundation Elements is to develop EFM Standards, Information System Backbone and Architecture, and build the Business Case to enhance deployment of EFM.
For EFM Deployment Test, the subtasks shown are:
- Conduct EFM Deployment Test ($5M) from the beginning of Q1 FY 06 through Q1 FY 07.
- Evaluate EFM Deployment Test ($1M) from the beginning of Q4 FY 05 through Q3 FY 07.
The final goal of EFM Deployment Test is to operationally test electronic freight manifest scaled to one trade lane.
